It is widely known that consumers are having a difficult time signing up for plans under the exchanges, though as the article above mentions, some state exchanges are making progress.

AOTA policy staff are looking at the state and federal exchange plan websites from a different angle; we are reviewing the information about habilitation and rehabilitation that is available to consumers as they review the plans.
We would like to see detailed information about copays, deductibles and other information made available to consumers so that they can make the best choice when picking a plan to meet their needs.
